Who Is Todd?

A Native Oregonian with a Passion for Service and a Vision for Lincoln City

Todd is a dedicated native Oregonian, born in Portland and raised in Beavercreek, West Linn, and Keizer. He holds a Bachelor of Science in Communications from Oregon State University, graduating in 1992. After residing in Southern California for eight years, he returned to Oregon in 1999 and subsequently pursued additional education, earning a Masters in Predictive Analytics from Northwestern University in 2015.

With an impressive thirty four year career in the Information Technology sector, Todd has predominantly served as a Data Architect & Data Scientist for prominent organizations, including AT&T Wireless, Intel Corporation, Kaiser Permanente, and his current role at Boston Medical Center. Throughout his career, Todd has been an advocate for fostering an informed risk-taking culture and has consistently championed fact-based decision-making over relying on conjecture or “gut-based” assessments.

Preferring to assume “behind-the-scenes” roles, Todd’s professional ethos lies in contributing without seeking the spotlight. In his spare time, he generously donates his IT skills to three non-profit organizations, including his parent’s church, his wife’s Woman Marines Association (WMA-OR1), and the Pacific Northwest Lineman Rodeo Association. Additionally, Todd and Raquel wholeheartedly supported the local Dog Park initiative and collaborated with members of Lincoln City staff to implement signage and a website aimed at reducing foot & vehicle traffic on the north end of Logan Rd while educating hikers & visitors about the recommended ways to explore The Thumb via The Knoll.

On a personal note, Todd shares his life with his wife, Raquel, a retired Sergeant of the United States Marine Corps. They have two adult children, Alex and Madelyn, and two grandchildren, Eliana and Santana, who are Alex’s children. Their home is further enriched by the presence of their three cherished dogs: Maisy, Nymeria, and Stella.

Outside of his professional and family life, Todd and Raquel are avid motorcyclists and passionate board gamers, hosting monthly game weekends for friends. During the summer months, Raquel can often be spotted walking their dogs on the beach, on a quest to find those elusive “floats,” while in winter, Todd channels his creativity by building and painting miniatures for their various board games.

Todd’s profound love for the Oregon Coast has been a lifelong passion, ignited by annual childhood family vacations in Pacific City and rekindled while living in Manhattan Beach, California. In 2021, Todd and Raquel fulfilled their dream of relocating from Keizer to Lincoln City, further cementing their connection to this coastal paradise.

When presented with the opportunity in 2023 to run for the open Ward 1 Council Position by Elaine Starmer, Todd initially had reservations due to his relatively short time in the community. However, after numerous conversations with friends and peers within the community, his dedication to making a difference and his willingness to serve prevailed. Drawing from his Masters program experience, he identifies himself as a “Reluctant Leader” (See FAQ’s for description), someone who does not actively seek leadership roles but readily accepts the call when the community needs it. Todd is committed to contributing to the betterment of Lincoln City and eagerly anticipates the opportunity to continue serving on the city council.
